On May 25, a meeting-discussion took place at "Community Center for Development" territorial development NGO office. It was aimed at a number of problems of Noyemberyan consolidated community and their solutions. The meeting was organized within the framework of the "Smart Noyemberyan" project funded by USAID. Among the participants were representatives of RA Ministry of Territorial Administration and Infrastructure, RA Ministry of Labor and Social Affairs, Noyemberyan Community Hall, bank managers, heads of non-governmental organizations, businessmen.
During the meeting, the goals and objectives of the "Smart Noyemberyan" project were presented, followed by the presentation and discussion of a number of community problems and proposals aimed at their solutions. In particular, the effectiveness of tax privileges in the border settlements, the weak and strong points of the programs implemented with state support in the fields of house construction, agriculture and civil defense were addressed. An agreement was reached with the representatives of the ministries participating in the meeting to submit the proposed solution options to the relevant ministry in written form, in order to ensure the further process of making relevant changes.
In the second session of the meeting, a set of proposed legislative amendments was discussed. It included proposals aimed at amending and supplementing “RA Forest Code”, “The Law of the Republic of Armenia on Food Safety” and “The decision of RA Government on approving the procedure for providing subsidies to communities from the RA State Budget”. The package will be forwarded to the relevant ministries for further consideration.
At the end of the meeting, with the participation of the interested parties, a set of recommendations and ammendments was prepared to the “2022-2024 State Support Program for Housing Affordability for Families in the Border Settlements of the Republic of Armenia”. The document is currently being revised to be presented to the Ministry of Labor and Social Affairs of the Republic of Armenia.
